Mark Friedman Workshop – Outcomes Based Accountability – Measuring population and performance

The Children and Young People’s Strategic Partnership (CYPSP) and the National Children’s Bureau (NCB) co-hosted a workshop with Mark Friedman on 11 October 2013 at the Malone House in Belfast.
Mark Friedman from the Fiscal Policy Studies Institute, New Mexico worked with Government Departments, community, voluntary and statutory sector organisations throughout the workshop to demonstrate the simplistic application of Outcomes Based Accountability in practice.

Outcome Based Accountability is widely known tool that is made up of two parts; (1) the well-being of whole populations, population accountability and (2) the well-being of customer populations, performance accountability. The workshop provided attendee’s with the opportunity to apply both methods of measuring performance through a turning the curve exercise.
